漫画こそが少年非行の原因であると非難する世論の高まりに応じて出版社が1954年に設けた自主規制規定。本DVDにはコミックスコード採用以前の作品が主に収録されております。

・犯罪者を魅力的に描いたり、模倣する願望を抱かせるような地位を占めさせるような表現を行うべきではない。

・犯罪が描写される場合には、汚らわしく卑劣な行為として描かれるべきである。

・いかなる場合においても、善が悪を打ち負かし、犯罪者はその罪を罰せられるべきである。

・残忍な拷問、過激かつ不必要な銃による決闘、 肉体的苦痛、残虐かつ不気味な犯罪の場面は排除しなければならない。
